In Massachusetts for example, if the cost of renovating a commercial building exceeds 25% of the assessed value of the building over a two year period, you may be required to bring the entire building up to current code standards, including handicapped and fire protection requirements. There may be ways of phasing in renovations to a building without triggering this section of the code or you may be able to negotiate with the local building department to phase in the require code upgrades.
